Course Overview
This advanced course develops technical skills in M&E for livelihoods and resilience programmes, covering graduation model measurement methodology, shock-responsive evaluation design and indicator frameworks that bridge humanitarian and development measurement traditions. Participants work through real resilience programme M&E challenges rather than nexus policy language alone, examining what genuinely distinguishes resilience measurement from either pure humanitarian or pure development M&E. The course closes with a nexus-appropriate M&E framework designed for a defined livelihoods and resilience programme.
Introduction
Livelihoods and resilience programmes deliberately sit across the humanitarian-development divide, aiming simultaneously to protect households from acute shocks and build the durable capacity that reduces dependence on future humanitarian assistance, which means their M&E has to work across two measurement traditions that were built for different purposes.
African resilience programming has grown substantially through initiatives spanning the Sahel, Horn of Africa and beyond, generating considerable experience about what nexus-appropriate M&E actually requires versus what gets borrowed uneasily from either humanitarian or development M&E alone. This advanced course moves beyond generic resilience language into the graduation model measurement, shock-responsive evaluation and nexus indicator design that livelihoods and resilience programmes specifically require.
Learning Objectives
By the end of this course, participants will be able to:
- Explain why resilience M&E bridges humanitarian and development measurement traditions
- Apply graduation model measurement methodology to livelihoods programmes
- Design shock-responsive evaluation approaches for resilience programmes
- Structure indicator frameworks spanning protection and development outcomes
- Assess resilience capacity measurement, including absorptive, adaptive and transformative capacity
- Evaluate wellbeing and subjective resilience measurement approaches
- Design monitoring that captures programme performance across shock and non-shock periods
- Assess common resilience M&E design weaknesses
- Advise programme teams on livelihoods and resilience M&E design
Who Should Attend
This programme is designed for:
- M&E officers assigned to livelihoods and resilience programmes
- Resilience programme managers with M&E responsibility
- Nexus and multi-sectoral programme MEL staff
- Social protection and safety net M&E staff
- Development partner resilience and livelihoods staff
- Research staff supporting resilience programme evaluation
- Graduation and economic inclusion programme M&E staff
- Government resilience strategy coordination M&E staff
Training Methodology
The programme is delivered through facilitator-led technical sessions combined with graduation model measurement exercises, shock-responsive evaluation case studies and a nexus indicator framework build, structured around small-group work and real or anonymised resilience programme M&E material rather than lecture alone. Each module closes with a short applied task so participants leave with working tools rather than notes alone.
Organizational Impact
Institutions sending staff on this course can expect:
- Resilience M&E that genuinely bridges humanitarian and development measurement
- Improved graduation model measurement supporting economic inclusion programming
- Stronger capacity measurement distinguishing absorptive, adaptive and transformative dimensions
